In order to rent a car, you need to have a visa card and driver's license.

If you are under 25, you need to find someone over 25 to rent a car and assign you as a secondary driver.

For long weekend rental, you better make reservation to guarentee a car.

You can call them to pick you up for rental and tell them to drop you home after rental.

I think the lowest is 19.99 per day.
