Yes. It depends.

Work visa, student visa and Permanent resident holder need US Visa to go to US.

Citizen do not, they only need the citizenship card to travel to US before 2008. (Visit US by car)

一般去观光，购物是申请B类签证是吗? 我粗略看了一下美国使馆的网站，没看到大家提及的十年往返签证。这是怎么一回事呢?

另外在加拿大申请的去美签证，可以由第三国进入美国吗?比如往返中美间

It seems like you are the one who mix it up.

2007 is for air travel. Ground travel is 2008 and after.

Plus I do not have a passport yet. Try not to make people confusing. We are talking about shopping in Detroit on the weekend.
