Count from the date you purchase insurance. That's how they can guarentee you are an active driver.

听说在多论多可以买到全科的驾校记录,有这个是不是回便宜很多??会便宜多少类~~

In a way, yes. You need to remember other factors counts too.
That is call Driver Traning certificate and it will raise your driving record rating to a better one.
The cost will be different from different Insurance Company.

You can try to register one in Chinese driving school but do not attend any class. Sometime they may still send you the certificate.
